I didn’t really consider these implications. I thought they were worried about persecution rather than being beleaguered by the needy.
A little of both, I’d think. People in trouble can be dangerous. Shades of “Everybody loves a healer until the healer stops” and “Sometimes to save a drowning man you have to knock them senseless first”.
